Last Monday officials of Concern Worldwide, an NGO
based in Ireland, came to the Capitola and they were referred to us by Gov
Maranon of Negros. They briefed us on what possibly they can offer to help the
thousands of victims of Typhoon Yolanda.
They made a rapid assessment of Northern Iloilo and today Ros O'Sullivan
came back to update us. The assistance that has been approved by their office is
very substantial estimated to be about P100 Million intended for Carles and
Concepcion which was based on their assessment and the incidence of poverty.
The assistance package consist of 5,000 emergency/shelter kit for each town
(total 10,000) valued about P7,000 (plastic sheets, assorted nail, wire pack,
tool pack, blankets, sleeping mats, mosquito nets, kitchen sets, jerry cans,
And a Financial Support package for 1,000 fisherfolk in each
town (total 2,000) valued at P15,000 for the acquisition / repair of motorized
bancas. The final assistance concept is being finalized and the Concern
Worldwide will set up base in Concepcion.

World's strongest storm hit Philippines on November 8, 2013 Friday over Leyte and Samar , among the poorest places in the Philippines. Many people are subsistence farmers, shopkeepers, fishermen or laborers who have few resources to deal with the crisis.
It first landfall to Legazpi City , Tacloban , Leyte and Samar and left it in ruins. Ferocious winds and giant waves washed away homes and schools . Loothing in groceries stores followed in search for food and water . Authorities declared Martial Law. The storm proceeded traversing Bantayan Island of Cebu. Now , its coming to Iloilo. It is Public Storm Signal number 4. ( Photo) packing winds of 235 kilometers per hour (147 miles per hour) that gusted to 275 kph (170 mph), and a storm surge that caused sea waters to rise 6 meters (20 feet).Everyone stayed at there homes , lie in wait what comes next , surely it's gonna be catastrophic.

City were jubilant when it was officially declared safe by 12AM and the watchers were ordered to back to station.

The Provincial Disaster Risk Reduction Management Council (PDRRMC) is set to utilize its P21-million worth of fund to help the victims of Typhoon Yolanda in northern Iloilo.
The money will be injected to Northern Iloilo to stimulate the economy. Provincial Health Office ( PHO ) will position Medical Staff and medicines to avert post-disaster diseases such as tetanus , liptospirosis , acute resperatory infection and food and water borne-diseases. The Hospital Operation and Management System ( HOMS) will assist in the repair of Barotac Viejo and Sara District Hospital to make it operational again . Department of Education ( DepEd) and Department of Health ( DOH) will assess and quantify the corresponding financial loss of schools and health center respectively. Provincial Social Welfare and Development will provide financial assistance to repair and rebuild houses. Provincial Agriculturals Office will assist in restoring the agricultural lands. Department of Public Work and Highways ( DPWH) will construct bridge to connect towns of Lambunao , Bingawan and Calinog to Janiuay. Iloilo is determined to rebuild the community back in shape again.

Tagbak Elementary School in the municipality of Oton has been recognized nationally for its organic farm. Many local and national agencies, both private and public organizations and as well as schools and universities all over the country have visited and conducted their research and study about organic farming in the said school
At present, the schools’ farmland contains different healing and profitable plants, such as broccoli, coli flower, parsley, cucumber, black rice, tomatoes, eggplant, peppermint, lettuce, celery, and many more, “ We have rich soil that we maintain with the use of night crawlers or natural decomposing earthworms, we are using Vermicomposting” said Mrs Caballero.
Vermicomposting is a method of using worms to transform organic waste into a nutrient-rich fertilizer. It is a healthy and clean way to eliminate wastes going into our landfills, which improves the environment. vermicomposting is inexpensive, and only takes two to three months to produce results.
Because of these, there school had received several recognition in their municipality, where they became grand slam awardee in organic farming, and they also awarded by the Department of education, division of Iloilo and became its partner in the project SCHOOL IN THE GARDEN. “ Our sacrifice is worth having awards, indeed, if you love nature, it will return back to you hundred folds of what you have sacrificed” Mrs. Caballero stressed.
Now, they have just granted by the local government unit of Oton of Jetmatic Deep Well Pumps for an easier watering of plants in their farm. Some organizations are also sponsoring to sustain the farm.

Through the collaboration of Leon LGU , SM Foundation Inc., Harbest Agribusiness Corporation, NGO Kahublagan sang Panimalay Foundation, and the Provincial Agriculture Office , organic farming was introduced to traditional farmers . Technology assistance and/or transfer. One such endeavor is the “Kabalikat sa Kabuhayan: Farmers Training Program.”by enrollinf farmers in a training course to equip them with skills on how to farm without the use of pesticides. They train at an Ecofarm. Then, they apply the lessons in their communal farm where they plant lettuce, eggplants, mustard, bell peppers, chilies, radish, carrots, etc.
About 112 farmers graduated from the said training. They were given hope to expand their horizons when SM Supermarket offered them the chance to be a supplier in the future given that they meet certain requirements such as product quality and sizing.

Iloilo City ranked third as top performing metropolis in terms of locally-sourced revenue generation from among 106 urban centers outside National Capital Region (NCR) as cited by the Department of Finance (DOF). The city generated 59.30 percent of its income coming from local
sources for fiscal year 2011, based on DOF’s report entitled “How good is your LGU in creating own revenues?” The cities of Olongapo topped the ranking at 66.40 percent and Calamba came in second at 61 percent. The City Mayor credited the finance team and expressed confidence on the capability to perform efficiently in every aspect of governance with dependable local income sources to deliver quality basic services to residents. City Treasurer Katherine T. Tingson noted the city jumped three notches from 6th place in 2010 with 57.80 percent local income generation performance. The capacity of city government to generate revenues from local sources showed the degree of fiscal independence from national government, Tingson said citing DOF report. The 2010 and 2011 comparative ranking was based on the validated Statement of Receipts
and Expenditures (SRE) reports submitted by city treasures to DOF-Bureau of Local Government Finance (BLGF). SRE serves as official LGU financial
management reporting system of DOF.

Bay Freeport Zone etc
B . Calamba City - The land area is (149.50 km2 (57.72 sq mi) is has manufacturing/industrial zones.
Iloilo City's land area is 78.34 km2 (30.25 sq mi). It is about half of Calamba and less than half of Olongapo City. Iloilo does not have the same extensive manufacturing/industrial/freeport zone as the other two and influx of tourism . Logically the objective data is a revelation - although Iloilo small in land area but have large economic vigor. That is corroborated with Iloilo Human Development Index and Ilongo Lifestyle.

What follows on #4 and #5 are Batangas City (282.96 km2 or 109.25 sq mi) and Cebu City (315.0 km2 or 121.6 sq mi) respectively and both of course is way bigger than Iloilo in terms of land area. Compared to Batangas City , Iloilo City is only a third of its size, and compared to Cebu City, Iloilo City is only a fourth of its size and let us not forget that these two big cities has manufacturing/industrial zones to boot.
